What was the NCAA interim NIL policy?

The NCAA interim NIL policy, adopted by all three NCAA divisions on June 30, 2021 and effective July 1, 2021, let college athletes earn money from their name, image and likeness while keeping the bans on pay for play and improper recruiting inducements.

Under the policy, athletes could take part in NIL activity consistent with the law of the state where their school is located; athletes in states without an NIL law could do so without breaking NCAA NIL rules, and could use professional service providers. For Division I, the bylaws adopted after the House settlement in 2025 now add NIL Go reporting and review.
