What is the College Sports Commission?

The College Sports Commission is the independent body that enforces the NCAA bylaws created by the House settlement: revenue sharing, third-party NIL deals and roster limits.

In detail

The CSC is not part of the NCAA. It runs NIL Go for third-party deals and the College Athlete Payment System (CAPS) for school payments and rosters, investigates possible violations, sets penalties and takes part in neutral arbitration. The NCAA still enforces its other rules, such as academic eligibility and sports betting.

It also runs an anonymous tipline for reporting possible violations.

No. The CSC and the NCAA are independent, though they work together in some areas.
